Ahmad is an information technology expert with solid experience in digital transformation and emerging technologies. He has over 13 years of continuous work experience in the IT industry across the Government sector. Ahmad is currently holding more than one leadership roles across the Government of Abu Dhabi. He is the head of IT departments at Abu Dhabi Municipality and Dhafrah Region Municipality.
Since his appointment as the Director of IT at Abu Dhabi municipality, Ahmed was able to effectively lead the IT team to the successful execution and delivery of multiple transformational projects. He has made tangible contribution to the advancement of the organization through the successful projects delivered under his supervision. His strategic goals gear towards providing digital-Services, minimize service delivery time, enhance staff efficiency, and improve accuracy and authenticity. Driven by these strategic goals, the projects he focused on have delivered enormous impact and benefits for Abu Dhabi Municipality as well as for other municipalities.
Moreover, Ahmad has built new innovative incubating models, programs, communication channels, and high-end strategies including the smart city strategy, artificial intelligence and Blockchain. Ahmed is a holder of Master degree in crisis management.
Mohamed Husain Karmastaji
Acting Executive Director of Technology and Transport Systems - Integrated Transport Center
Mr. Mohammed Karmestji has been the Acting Executive Director of the Intelligent Transportation Systems Sector at the Integrated Transportation Center since March 2020, where he oversees the digital transformation agenda for transportation and the application of the smart transportation system to improve traffic and transportation services, provide traffic safety and reduce traffic congestion in the Emirate of Abu Dhabi.
Mr. Mohamed has also supervised the Strategic Planning Office since joining the Integrated Transport Center in July 2019. He contributed to the establishment of several basic operations related to planning, project follow-up, performance management, innovation and partner management.
Mr. Mohammed has a long experience in the field of information technology management and digital transformation in the Abu Dhabi government for more than 16 years, where he started his career in supporting digital transformation in the energy sector in the Emirate of Abu Dhabi, and from there he joined as a project manager in the General Secretariat of the Executive Council, where he contributed to the establishment of the Abu Dhabi Government Program in 2006, and the establishment of the Abu Dhabi Center for Electronic Systems and Information in 2009, where he was included in several leadership positions, the last of which was Director of the Systems Design and Development Department. Where he oversaw several vital programs and projects at the government level, including: developing the e-government strategy, establishing the Abu Dhabi Information Security Program, developing information technology standards and designs for the Abu Dhabi government, developing government data policy and standards, and supervising the operations of the Abu Dhabi electronic network. Mr. Mohamed also has expertise in business continuity, institutional development, quality management and operations.
Mr. Karmestji holds a Bachelor's degree in Computer Science with distinction from California State University - San Diego in the United States of America, and an Executive MBA from Zayed University.
Eng. Sami Alhashmi

Eng. Sami Alhashmi has more than 15 years track record of succesful experience in roads, transportation, traffic safety, parks, recreational facilities, infrastructure sustainability, & regulatory and policy instruments in Government of Abu Dhabi. Driving & empowering excellence in the work environment with 40+ awards & certifications. His efforts included developing a range of internationally recognized leading strategies in the emirate of Abu Dhabi to provide world class infrastructure such as: AD Lighting Strategy, AD Traffic Safety Strategy, Automation & Digital transformation, Stormwater & Irrigation Masterplans, Landscape Strategy, Tiling Strategy, Traffic Calming Strategy, Safety School Zone Strategy, Pedestrian Safety Strategy and AD sustainable road rating system.
Eng. Sami has also Introduced the concept of IoT in the context of infrastructure in ground. Creating a smart city framework that illuminate the management method of infrastructure components with IT & IoT in interconnected scenarios & solutions that requires the integration & collaboration of several bodies to insure the synchronizing between the different levels of smart city structure (physical level, communication, systems & AI engines, and the end user).
Eng. Hamad Muhsen Abdulla, Green Flag Award Judge

Eng. Hamad Muhsen Abdulla is the Section Head, Technical Studies - Abu Dhabi City Municipality. Eng. Hamad is UAE national with vast work experience. working in Abu Dhabi City Municipality as part of the Sustainable Infrastructure Standards & Specifications, unifying the infrastructure design standards and specifications.
Eng. Hamad has Initiated and executed many ADM initiatives that service smart city, environment and sustainability of ADM infrastructure. He is also supervising the design phases of more than 50 infrastructure projects.
Eng. Hamad is Holder of Master's degree in Project Management Engineering (2017). Bachelor's degree in Mechanical Engineering (2015). diploma degree in Electronic and Communication Engineering (2001). Eng. Hamad has recently completed a Diploma in Artificial Intelligence from Oxford University.

Noreen Nasralla is a senior level real estate marketing professional with over 21 years of experience. She has worked with some of the biggest names in Dubai and Abu Dhabi’s real estate industry across both the government and private sector and is among a handful of women holding a senior position in what is traditionally a male-dominated industry.
With experience stretching from JAFZA to Nakheel, Dubai Holding, Dubai Properties Group (DPG), and Al Futtaim Group, Noreen has evolved to presently lead the marketing function at DMT in Abu Dhabi. In all her roles, Noreen drives her communication strategy through aligning with the leadership’s vision and overall development and strategic plans.
Noreen has extensive marketing, communication, and brand experience encompassing brand management and strategic planning – both traditional and digital. Some of her biggest achievements include marketing a portfolio of over AED 16 billion, ranging from built to sell, lease, retail, commercial and destination brands while at DPG. She was also the driving force to set up marketing functions at various entities where she has served through her leadership roles.
